      First, let’s start by saying that a signal is something that conveys information. The way we usually do signals nowadays is by using boolean logic, that is sending all the information using only two values ones or zeros, like 01001000110110.

      A photonic signal is information send using light. So if there is no light that will be a zero, if you have light that is a one. So a Photonic signal is information that is encoded in light and usually sent using optical fibers.

      Vice versa is just a different way to say the other way around. I like the way vice versa sounds because I imagine Harry Potter saying it and then a persons walking with his hands immediately.
